The saga of the Bixby Ranch development ended Tuesday morning as the City Council gave final approval to the project after poring over its finer details for six hours. The council approved 14 resolutions and ordinances, most by a 4-1 vote, allowing the Bixby Ranch Co. to develop its 218-acre property in northern Seal Beach into a retail center with 75 homes, a senior citizen residence, and expanded golf course.
