Evacuation Guidelines
The Office of the U.N. High Commissioner for Refugees has issued guidelines for the temporary, humane evacuation of Kosovo refugees in Albania or Macedonia to a third country. They include:
* Evacuation is on a voluntary basis only.
* Every effort should be made to keep families together, with particular care taken to include elderly and vulnerable family members.
* Evacuees must be medically fit to travel. If any family member is not fit to travel, families should not be split up.
* Consideration should be given to any family links in a particular country of evacuation.
* Registration and documentation requirements before departure should be kept to a minimum, with comprehensive measures to be taken upon arrival, if necessary, to facilitate family tracing and reunification at a later stage.
