The Planning Commission on Wednesday approved a General Plan amendment that would allow the development of 49 luxury homes at Capistrano by the Sea. The project, submitted by Pacific Holdings Inc., also would require a rezoning of the 25-acre property. The City Council still must approve the amendment. Information: (949) 248-9890.
