Storm drain improvements to the Plaza and surrounding streets are expected to be completed by late November, City Engineer Harry Thomas said. Construction started in mid-September and has caused lane closures on Walnut Avenue and Glassell Street. City officials say the drain improvements are necessary before winter arrives.
