Councilwoman Patty Campbell announced that she now “reluctantly” opposes Measure M during a City Council meeting Monday evening. The measure would revert the zoning of the Bixby Ranch Co. property off Seal Beach Boulevard from commercial to recreational/golf and stall a proposed shopping center.
Campbell, who had voted against the project in its early stages, said Measure M is “poorly worded, ill-written and very flawed,” and could open up the city to lawsuits.
Measure M spokesman Phil Fife disagreed. “Both sides are concerned about litigation,” he said.
“The development agreement is replete with revisions that neither side will sue the other.”
