The Planning Commission earlier this month refused to reverse the city’s denial of a business license for a massage parlor where employees are facing prostitution charges.
Christine Vo, owner of Body Centre on El Toro Road, applied to the city for a license in June, about a month before four masseuses were arrested there and charged by the Orange County district attorney’s office with solicitation of prostitution.
City officials said Vo’s license was denied because none of the four employees had a proper massage technician’s permit when they were arrested, and because one of them pleaded guilty to the prostitution charge.
