The Parks, Recreation and Equestrian Commission on Monday unanimously approved hiking and equestrian trails in the proposed Whispering Hills project.
But the commission noted that the developer would have to preserve additional recreation land or pay fees.
The proposed 365-acre development calls for 365 single-family homes. One proposed alternative includes 255 homes and an 18-hole golf course.
The commission will take another look at the plan if any changes involving parks or trails are made.
