Foes of Rebel Haven Plan Block Highway

Police surrounded cattle ranchers and peasants in northern Colombia who were blocking a highway to protest government plans to cede a swath of territory to leftist National Liberation Army rebels for peace talks.
The blockade in Lizama of the artery linking the capital, Bogota, to the Caribbean coast posed the latest challenge to President Andres Pastrana’s efforts to end Colombia’s 4-decade-old civil war.
Pastrana accused paramilitary forces of arranging the protest.
