LAS VEGAS — The State Department on April 16 issued a new warning on Venezuela, advising U.S. citizens against visiting because of the deteriorating political and security situation. In other announcements this month, it urged Americans to be vigilant and avoid crowds and public areas in Peru, where it cited potential terrorist activity by rebels in the weeks before and after May 17, an anniversary for such groups. It also urged caution in Nepal, citing an increase in Maoist violence, and in the Philippines, citing kidnappings of foreigners and other incidents.
