City Asks for Continued Waiver of Sewage Rules

San Diego asked the U.S. Department of Commerce to overturn a decision by the California Coastal Commission that city officials say could cost taxpayers billions for unneeded improvements to the sewage treatment system.
The commission last month refused to support the city’s bid for a continued waiver from the federal Clean Water Act. The waiver is issued by the Environmental Protection Agency but needs concurrence from the Coastal Commission.
