What Citizens Should Know in Time of War

With all the talk of possible biochemical and nuclear threats against the United States--and reading how federal employees have evacuation plans for such emergencies (Aug. 18)--what do the rest of us do?
I grew up in WWII England, and everyone knew exactly what to do when the bombers were on their way. The sirens gave us the first warning. The government supplied gas masks for every man, woman and child. We all knew our local air raid shelter. Our parents knew exactly what to do in a blackout.
Granted, the present situation is much different from those days, but it is potentially more devastating. What is the U.S. government doing to prepare its populace in case such a horror occurs? Why have no guidelines been given to us? Large cities, such as Los Angeles, should especially have plans for their citizens. The way things stand, I foresee only chaos.
