Probation Department’s Chief Suffers a Stroke

Los Angeles County Chief Probation Officer Paul Higa, who has been struggling to restore order in the county’s troubled juvenile detention system, remains hospitalized after suffering a serious stroke Friday, the Probation Department said.
A 31-year veteran, Higa has led the department since April.
He supervises about 60,000 adult and 20,000 juvenile probationers, as well as a mammoth juvenile detention system that incarcerates about 4,000 teenage offenders. Higa had been working on a series of measures to reform the system.
