Policy should apply evenly

Re “Cuban smuggling business is thriving,” Sept. 17
The “wet-foot, dry-foot” policy is discriminatory and should be challenged in court. If every Cuban who makes it to dry land can stay and obtain legal U.S. residency, then every foreign national who crosses the Rio Grande and touches U.S. soil should be granted equal privileges.
