Tesoro considers plant expansion

Tesoro Corp., the largest refiner in the western U.S., is considering expanding a 100,000-barrel-a-day plant in the Los Angeles area, the company’s chief economist said.
The project could result in an increase of as much as 15% to 20% in the Wilmington plant’s capacity, he said.
