Two Cubans are being held for alleged involvement in the beheadings of a dozen men in the Yucatan peninsula.
The man and woman were arrested on a beach in Cancun. Mexican police also raided a house, seizing an assault rifle, a grenade and ammunition. Police acted after questioning three Mexicans.
